Services and contacts for the homeless

Due to the cold weather conditions, we would like to remind you that the City of Zagreb provides an overnight shelter with 20 beds for the homeless at Ilica 29 and a shelter with 44 beds in Kosnica. In addition to overnight stays, the service includes a dry or hot meal and a hot drink, while those who spend the night at Ilica 29 are also provided with coupons for using the Diana Public bath which is located in the immediate vicinity. Users are also provided with counseling with social workers in exercising certain rights, as well as assistance in finding more permanent and full-time accommodation, especially for the elderly.

In addition, the City of Zagreb provides accommodation capacities in shelters for around 115 homeless people at two locations: in Velika Kosnica, where the service is provided by the Zagreb Red Cross City Society, and in Sesvetski Kraljevac by Caritas of the Zagreb Archdiocese. In the shelters, users are provided with food, health care, social inclusion, and the organization of other activities according to their needs.

We would like to point out that there are currently 43 vacant places in the shelters, with the City Society of the Red Cross Zagreb being able to provide an additional 26 beds in extreme winter conditions.

In 2025, the City of Zagreb supported the IdeMo DaLje Association for a new service of the housing community program for the homeless. It provides an opportunity for people who have experienced homelessness to get off the streets and make a new start in a safe and supportive environment. In the housing community, they will have the opportunity to relearn to live independently, take care of their household, plan meals, manage personal finances and develop healthy lifestyle habits. In early November, three beneficiaries, who were previously accommodated in the shelter in Kosnica, were given the opportunity to move into a three-room apartment. They also receive daily professional assistance, with the aim of their employment and independence.

Additionally, as part of the Institution of The City of Zagreb DOBRI DOM, food is provided in the public dining rooms at Branimirova 35, Alfirevićeva 6 and Cerska 3 for fellow citizens who are in the most difficult socio-economic situation, including the homeless. The right to food is granted to beneficiaries of the guaranteed minimum wage, able-bodied singles and families whose accounts are blocked, beneficiaries of the unemployed veterans' allowance, as well as those in need referred by the Department of Social Welfare of the City Office for Social Protection, Health, Veterans and Persons with Disabilities.

In addition, the City of Zagreb financially supports the preparation and distribution of hot meals to the homeless in the public kitchen of the Parish of St. Anthony of Padua on the Holy Spirit.

The City of Zagreb also provides funds for the work of shelters for the homeless organized by the Dom Nade Association at Harambašićeva 20 and two at the same location at Ščitarjevska 11 by the Pet Plus Association and the Croatian Network for the Homeless.

From 2023, we have provided the homeless, along with other socially vulnerable groups, with systematic examinations.

€2,775,000.00 has been provided for all the aforementioned services in the City of Zagreb Budget.
