Help at home

Organizing meals (preparation or procurement and 'meals on the wheels')

Help at home can be provided by a person:

- who, due to physical, mental, intellectual or sensory impairment or permanent changes in health or old age, is in dire need of the help of another person and
- who, due to temporary changes in her state of health, urgently needs the help of another person.


The right to help at home for a person from paragraph 1 of this article is recognized if:

- there is no possibility for her parent, spouse and children to provide her with help
- does not have a lifetime or lifetime alimony contract concluded
- has not alienated real estate or movable property of greater value in the last year from the date of submission of the application for recognition of the right to help in the home
- the income of a single person or income per household member does not exceed the amount of 400% of the base for calculating other benefits from the Act, increased by 20%
- he does not realize the right to help in the house based on the decision of the competent body in accordance with the Law
- is not a beneficiary of the right to allowance for assistance and care.

Exceptionally, the beneficiary of the right to allowance for help and care can exercise the right to help at home to meet certain needs from Article 42 (Decision on social welfare, Official Gazette of the City of Zagreb 22/22, 29/22, 08/23 and 30/23).

Help at home can include:

- organization of meals (preparation or procurement and 'meals on the wheels')
- performing household chores (delivery of food, help in preparing meals, washing dishes, cleaning the apartment, bringing water, firewood, etc., organizing laundry and ironing, purchasing medicines and other necessities, etc.)
- maintaining personal hygiene (assistance in dressing and undressing, bathing and performing other hygiene needs)
- meeting other daily needs.

Help at home can amount to a maximum of 30 hours per month per user, depending on the physical, mental and health condition of the applicant, which is determined by the decision on the recognition of the right to help at home.

The institution from the Help in the House program implements the part that refers to the organization of food (preparation or procurement and 'meals on the wheels'), specifically to the delivery of ready-made meals to the home.

To the citizens, the users of this social service, the daily meal/lunch is delivered every day, including Saturday, Sunday and holidays, by the employees of the Institution – Business Unit "Vozni Park". This Program covers the entire area of the City of Zagreb (including the peripheral parts of Sesvete, Novi Zagreb and Susedgrad).

In cooperation with the City Office for Social Welfare and Persons with Disabilities, daily meal preparation is ensured in the following elderly homes:

  • Elderly home "Trnje" Poljička ulica 12.
