Decision on the designation of legal entities of interest for the civil protection system in the area of the City of Zagreb

In accordance with Article 17, paragraph 1, indent 3 of the Civil Protection System Act (Official Gazette 82/15, 118/18, 31/20, 20/21 and 114/22), the representative body of the local and regional self-government unit, upon the proposal of the executive body, shall adopt a Decision on the designation of legal entities of interest for the civil protection system.

At its 11th session, held on 28 May 2026, the City Assembly of the City of Zagreb adopted a Decision on the designation of legal entities of interest for the civil protection system in the area of the City of Zagreb. The Decision designates legal entities of interest for the civil protection system of the City of Zagreb for the purpose of preparing and organizing the implementation of measures and activities in the civil protection system and participating in eliminating the consequences of disasters and major accidents.

Taking into account the activities of legal entities and the needs of the civil protection system during major accidents and disasters, legal entities of interest to the civil protection system are classified into the following task groups:

I. providing mechanization
II. providing capacities for the care and transportation of the population
III. providing capacities for the transport and storage of goods
IV. providing basic necessities and hygiene products (DOBRI DOM)
V. providing health care for the population
VI. ensuring communication during difficult conditions with a special emphasis on
informing the population
VII. providing experts and mechanization necessary for sanitation
VIII. providing professional and advisory support to the Civil Protection Headquarters of the City of Zagreb during major accidents and disasters, especially in the segment of assessing the consequences and
IX. maintaining/ensuring the operation of critical infrastructure.

Legal entities designated by the Decision as legal entities of interest for the civil protection system are obliged, in accordance with the Ordinance on the bearers, content and procedures for the preparation of planning documents in civil protection and the manner of informing the public in the procedure for their adoption (Official Gazette 66/21), to prepare operational civil protection plans that will elaborate the manner of implementing their tasks in the civil protection system.

The Civil Protection Action Plan of the City of Zagreb (Official Gazette of the City of Zagreb 25/24) establishes specific tasks of legal entities of interest for the civil protection system in the area of the City of Zagreb, in order to provide guidelines and facilitate the preparation of their operational plans.

With this Decision, DOBRI DOM is once again confirmed as a proven and verified partner in crisis situations, which additionally obliges the institution to continuously improve the system that will generate further growth and development with the aim of operating in the field of crisis management.
