Challenges and Solutions in Homelessness Support
To mark World Homeless Day, the national conference “Challenges and Solutions in Homelessness Support” was held in Zagreb on 9 October 2026, organized by the Croatian Homeless Network.
The conference addressed pressing issues and concrete steps towards a more humane support system.
What are the biggest challenges we face when it comes to homelessness?
- The lack of a national strategy and weak coordination between key institutions.
- Gaps in the support system – critical moments when people leave care systems or correctional facilities and find themselves on the streets without further support.
- Increasing housing insecurity – soaring property prices and rents that are pushing more and more people to the brink of poverty.
- Institutional passivity – the system too often waits for people to seek help instead of proactively reaching out to them in the field.
What solutions were proposed?
- The introduction of mobile outreach teams providing direct psychosocial and healthcare support in the field.
- The development of integrated services combining secure housing with ongoing, structured support to empower individuals.
- Early identification of risks to prevent people from losing their homes before homelessness occurs.
Homelessness is not an individual problem, but a societal one. We are delighted to have been part of this conference and will continue to work actively towards implementing these solutions, ensuring that everyone has the right to a dignified life and a roof over their head.
We would like to take this opportunity to thank the organizers and all participants for sharing their knowledge and providing strong motivation for the work ahead!
