At the beginning of the 1990s, in the middle of the war and with the great number of refugees coming on the area of the City of Zagreb, there is a great need for satisfying the basic needs such as ensuring meals for the refugees. The public dining-rooms where thousands of refugees are being fed, are being opened. At the end of the 1990s, the City office for the social service and disabled people takes over the public dining-rooms in order to ensure meals for the socially endangered citizens of the City of Zagreb.
Until 2002, the meals are prepared in the Public dining-room Dubrava which is situated in the bus factory, and there is moved to the refugee camp Kosnica-Mićevac where it nowadays. Since 1999 the Branimirova public dining-room is refurbished and since 2002 the meals are handed over in the public dining-room Cerska. The city office for health, work and the social service of the City of Zagreb then, now the City office for the social service and disabled people within the Department for the social service forms the City of Zagreb institution Dobri dom by the Decision of Zagreb Board from February 29th 2004. The newly formed City of Zagreb Institution Dobri dom takes over all current types of help of the Department for social service including the public dining-room meals, meals delivery program, help in family packages and dairy food help for the children. Since September 2004 the City of Zagreb redecorates the public dining-room in the Heinzelova shelter in which 90 users get their meals from Kosnica daily. Following the needs of the citizens the City of Zagreb institution Dobri dom in cooperation with the City office for the social service and disabled people finds the new location within the City unit Pećenica and in May 2009 the new public dining-room in Alfirevićeva is opened. The car park is made at the same location in November 2009. During August 2010, a new dining-room as a part of the business unit Heat-treatment block Kosnica began to operate. This is now available to the users of the Red Cross of The City of Zagreb shelter in the former refugee camp Kosnica.
